FEMA Webinars for IGA Partners for FEMA’s Public Assistance Program and Policy Guide, Fourth Version

FEMA is releasing a draft of the fourth edition (Version 4) of the “Public Assistance Program and Policy Guide (PAPPG) for a 45-day public comment period. The comment period is from today through November 3rd, 2019. 

Version 4 of the PAPPG will supersede Version 3.1, published in April 2018, and will be applicable to incidents declared on or after the date of publication. PAPPG Version 3.1 is available on the FEMA website at:

FEMA’s Public Assistance (PA) Program supports community recovery from major disasters by providing state, local, tribal, and territorial governments grant assistance for debris removal, life-saving emergency protective measures, and the restoration of public infrastructure.

The PAPPG is a comprehensive program resource that combines PA policy into a single volume and provides an overview of the program implementation process with links to other publications and documents that provide additional process details.

FEMA will host two webinars for tribal partners on the changes to Version 4 of the PAPPG and the process for submitting comments. The webinars will be from 2:00 to 3:00 ET on both October 16 and 17, 2019. Both webinars will cover the same information.

FEMA will accept public comments through November 18, 2019 and all comments must be submitted using the accompanying comment matrix to Any comments received during the public comment period will be reviewed and considered for the final version of the guide in January 2020.

Updates to the PAPPG includes:

  • Incorporation of the Public Assistance Alternative Procedures for Permanent Work Pilot Policy (FEMA Policy 104-009-7).
  • Incorporation of the PA National Delivery Model process and procedures.
  • Updates to administrative processes and eligibility of applicants, emergency work, permanent work, and cost.
  • Incorporation and subsequent supersession of various policies, job aids, and fact sheets.

FEMA makes updates to the PAPPG (available at on an annual basis when necessary and conducts a comprehensive review no less than every three years.
